The last time I had an Archive Manager issue, the details and some recommended 
fixes were included in the ARCH.OUT log file. I would always recommend you look 
there first to see what might be causing the issue.  I think it's stored in the 
SS/DDM folder with the rest of the archive manager tools.  I tried the first 
tip listed and it started right up (I think it was -repair also).  Doesn't get 
any simpler than that when Spectrum tells you how to fix it.  :-)
