Luckily this was fixed in 9.2.1. You can now use the policy manager to enable watches on models in global collections. Simply create the watch on all the model types you anticipate needing the watch on, and leave it disabled by default. Then create a new policy that acts on your GC. In the policy settings is an option to enable or disable watches.
(You could do this with Policy Manager prior to 9.2.1, but the XML for acting on watches was not documented.)
