From the 9.2.1. Release Notes:

Global Collection Enhancements (9.2.1)

    An owner field has been added to the Global Collection dialogs. The owner field is meant to indicate who is responsible for a Global Collection, and is initially set to the OneClick user who created the collection. To update a Global Collection manually, a user must now have the Update Global Collection Membership privilege. Global Collection updates can now be scheduled by users with the Schedule Global Collection Updates privilege. The schedule option is available in the Search Options section of the Edit Global Collection dialog. Scheduled updates are intended to be used in cases where the search criteria of a Global Collection have the capacity to result in degraded Spectrum performance. Please refer to the CA Spectrum Infrastructure Manager - Modeling and Managing Your IT Infrastructure guide for more information about the listed Global Collection enhancements.
