This is what we finally found for AIX 6.1 snmp configuration after working with 
IBM.



In snmpd.conf file there are only two relevant lines:



syslocation  "your_location"

syscontact   "your_contact"





snmpdv3.conf  --

1.       You cannot have a community string starting with capital alphabet like 
*Readonly*.

2.       In community line communityName and securityName should be *same* 
(would have never figured it out by myself). So a community line should like as 
below: (this explains why public public was always working)

COMMUNITY readonly    readonly     noAuthNoPriv 0.0.0.0           0.0.0.0   -
