I agree with you, because I have seen that before. I hav to check why Spectrum 
is behaving like this in my environment. May be Spectrum does not support 
monitoring a vCenter VM that is managed by another vCenter (physic or VM)

Can't answer all your Qs but re 

"Does Spectrum have the ability to monitor a vCenter that is a VM?" - Yes.  In 
my current project there are 2 vCenters, both are VMs.

" Can I monitor multiple vCenters in one SpectroServer?" - Yes again.

 

So the ' nesting' of vCenters or something is causing your problems...
