Did you try to resync the landscapes for that filter? 1. Go to SANM in the locator then bring up your policy and make sure it includes all of the landscapes. 2. Below the filters there is an Advanced sub group, expand it. 3. Click the "Launch Update Filters..." 4. Make you select all of the landscapes on the left then in the middle chose "Include in Filter(s)" 5. Select some of all of the filters you want and click "Ok".
If that does not work try and kill the notifier PID and it should restart the notifier within seconds (as long as you have not changed the default settings). I have seen many times where it does not apply unless I kill the PID so it is an easy fix usually as long as you feel the configuration is correct then it should work.
