I had this issue too. Also on Windows/Mac both with different Browser/FTP Clients.
I opened a CA Support Ticket for this issue and then I got Spectrum 9.3 H01 for Windows via this ticket. All other (Linux/Sun/dist) worked for me. I finally got a successful download after about 15 attempts using filezilla as a ftp client on my mac. All other means failed. Very frustrating. It is an anonymous FTP login with "anonymous" and your email as a password.
