in addition to Jason’s solution you may find the event in question below. 
Although it does not contain the actual changed configuration content, it might 
be worth to try.
As it does contain the two relevant configuration model handles, you could even 
enrich the SANM script to extract the diff manually using vnmsh (e.g. attribute 
0x82002f DiffResult on HostConfiguration model).

Config change detected by NCM is an event so an event can create an Alarm (make 
it Normal) and an alarm can be emailed using SANM.
As far as showing  the other items in the alarm info, not sure.
