Same thing happens on Spectrum 9.4 and 10.0

That part about needing a 'clear arp' sounds very odd...
I have 2960G24s & 2960G48s running IOS 12.2(50) or (55) and NCM is pulling 
without any issue via the 'Cisco IOS - SSH Capable' family.
