I wrote a script in perl using the Spectrum::CLI module to go ahead and create the device. If it already exists an error will come back and say so and give you the model handle that it has. The exception will be if you create the device on a different landscape if you have a distributed installation.
On the global collection side, if you created it with criteria so it updates itself every 24 hours or whatever you chose, then just update the attributes on the newly created device with the information the GC needs. Then you can go back and send a command to force the GC to run and update and you're done. Hope this was helpful.
