It is, and especially so when using the Roux method. Even with correctly oriented edges before CLL, you can often achieve fast times with edge flipping CLL algs, simply because they're shorter and easier. That said, a very good deal of CLL algs are really COLL algs in disguise. Take whichever ones are fastest for you.
