I averaged about 27 or so back just before I switched to CFOP again.
Then, I didn't know any corner algs, so Step 3 was two substeps for
me. I averaged a tad over 22 just now for an average of 30, and I
haven't practiced the method in months, literally. That made my day.

My best times with this method are just over 17. At present, I use
COLL cases for the Step 3 corners, and I know all but the Bruno cases.
Using the CLL cases instead, you can save a few moves/seconds here
and there. An easy example is the U orientation, when all four
corners are permuted incorrectly.

I haven't learned any of the optimizations for placing edges or or
anything fancy for Step 4, which I do using the second method
described, if memory serves. I took an average for this step just now
and got a bit under 6 seconds. If you work at it and learn the third
method and some or all of the special cases, I don't see why you
couldn't get faster than that.

As for flipping UF and UB, I would orient them just like normal,
unless the F2L happened to be finished, or only those two pieces
incorrectly flipped, and perhaps an M slice edge shuffle left. In
those cases, I would orient them with MUMUMU2M'UM'UM'U2 or the
appropriate ELL alg, if I saw it. Anything else would be easier
accomplished as M'UMU'M'UM' as normal.

Hope this helps.
