Hi David :-) The counting u do there is sqtm counting, not htm. In htm both B2 and B have length 1, but inner slice turns are length 2 in htm, unlike in stm or sqtm ;-) That would seem to make ur algorithm 23 moves, but B2 f' and f B2 are only 2 moves due to cancellation ;-)
So F is 1 move in all metrics (htm,qtm,stm,sqtm). And f2 is 2 moves in htm, 4 moves in qtm, 1 in stm and 2 in sqtm.
