This list has nothing to do with Alcatel. The drivers you refer to are for Linux and *BSD systems (not Windows) and are developed as open source drivers completely independantly of Alcatel.
If you are running one of these systems then you are welcome to use our drivers. No coding is required but following the instructions in the documentation is.
