Hi,

It looks like you (or the Mandrake installer) installed the kernel mode
drivers.  When you plug the modem in the speedtch module is now
automatically loaded. This conflicts with the user space drivers -
modem_run included.

If you want to stop this from happening so that you can use the user
space drivers (modem_run etc) then I suggest that you either use the
mandrake package manger (if there is such a thing) to remove the kernel
mode speedtouch driver package or alternatively remove the hotplug
package. Both will have the effect that when you reboot, the speedtch
module will not be loaded and you will be able to run modem_run.
