The user space tools should work without the pppoatm module in the kernel. Try http://sourceforge.net/project/showfiles.php?group_id=32758&package_id=28264&release_id=271734 or http://speedtouchconf.sourceforge.net/ Or you could compile your own kernel with everything you need built in.
