I am trying to create a numbered list of references (of pdf documents)
on windows.

Have I found a bug?  Or am I just misunderstanding how the :download:
role works?

Here are two similar lines - the first one succeeds, the second one
fails:

#. :download:`A 0 <A0.pdf>`     [ this works exactly as described in
the documentation]


#. :download:`A 1 <A 1.pdf>`    [this fails - apparently spaces are
not allowed in file names?]

In previous discussions some people have suggested  that the reST
cross referencing facilities work
for this role.  I seem to be unable to easily get something like this
to work:

See `A 0`_

.. _A 0: ../_downloads/A0.pdf

(because the A0.pdf file will fail to be copied to the _downloads
directory unless previously referenced with the :download: role).

Thanks in advance for any suggestions or clarifications...
