This should be fixed by a call to locale.setlocale(locale.LC_TIME, '') in your conf.py. Of course you could say that Sphinx should do that automatically, but of course the system locale setting is not necessarily the same as the locale of a documentation set. Selecting a locale by name is also problematic since locale names differ between platforms. A strftime() independent of the locale would probably be the best solution.
