You have to compile that .po to a .mo using the "msgfmt" utility.
The docs for locale_dirs already says
"""the message catalogs must be in
:file:`./locale/{language}/LC_MESSAGES/sphinx.mo`."""
but of course it's easy to miss the "mo" vs "po". I've added an
explicit hint now so that it becomes more evident.
