Apologize for not sphinx specific topic, but it is related I think.

To answer for #2, oktavia can search German using German stemmer.
You can check  "Supported Stemmer Algorithms" at n
http://oktavia.info/pages/doc/command_reference.html

I can not read german but I copy and paste from wikipedia.de, I can
search like this

% oktavia/bin/oktavia-mkindex-cli -i german.txt -m text -s german -t index

then,

% oktavia/bin/oktavia-search-cli  search/searchindex.okt -s german  Österreich

searching: 6ms

To build oktavia-cli client, you need grunt and type "grunt
jsx:tools". (Documentation should be updated)
