Renato, What you could do is to let everyone use a wiki, as that gives you the ACL & user friendliness for non-tech users.
Have some automated exporter job that generates a whole set of RST files in a sphinx compatible way based on the wiki. And use Sphinx to compile it into a readonly format (epub, pdf, ...)
