I'm not sure what went wrong last time, but this time I was able to get
the driver signed with a Test Cert. Followed the instructions for
enabling test signing, and attempted to install the driver.

I built the driver ON the same vm i'm attempting to install it on. This

This is irrelevant. You can build on one environment for another.
Are you sure the build environment you launch is the correct one?
The first example in http://spice-space.org/page/WinQXL is for XP/32:
C:\WINDOWS\system32\cmd.exe /k C:\WinDDK\7600.16385.0\bin\setenv.bat
C:\WinDDK\7600.16385.0\ chk x86 WXP
Look at the resulting INF file and verify it's good for your OS.

Windows will install the default driver if there is no better available.
You can verify you are having the qxl device by checking the PCI IDs in
your Device Manager.
