I would suggest too that with the Cubans, they're out spying because the Americans are still very paranoid about this little tiny country off the coast of Florida :-) The U.S. still tries to keep on top of things with Cuba so I imagine that the Cubans' spying is sort of a "retaliation" for lack of a better word!
