Methinks some interaction between WWV/WWVH and a badly wired pirate.  
Definitely feedback (of the RFI kind) atop NIST's regularly scheduled "tick 
tick tick tone".

The previous sample you brought to our attention doesn't seem consistent with 
Doppler shift that solar wind would exhibit upon a radio signal.  If not for 
the holiday I would investigate further.

A final alternative: you may have stumbled upon whalesong, the lyric of which 
goes something like "Hooray for the TARDIS after wibbly-wobbly timiey-frequie 
anniversary!"
