Algorithm and MT(multi-topology) ID both are configuration values,
advertising within the SID allocation TLV,
and the new draft-ietf-isis-segment-routing-extensions-03 added the
extension of the algorithm in the binding tlv:
right, but they are advertised by the router itself, not by some central
entity.
