This version is a significant revision. Changes include:

1) "Ignore-overlap-only" is defined as the standardized policy. Alternate 
policies have been moved to a historical appendix.

2)Some extensions to the use of "preference" have been defined to prefer 
IGP/SRMS advertisements over BGP advertisements
