Why can't you use encapsulation?

There's a 21 year old spec on how to do that, and it doesn't violate RFC
8200.

RFC 2374, "Generic Packet Tunneling in IPv6"

See figure 3. for an example of how to add supplemental information to an
existing packet via EHs with encapsulation.
