One reason may be that you don’t need an RFC to do that. I don’t have the references handy, but people have been allocating a whole /64 to a single end-system (*) for quite a while. E.g., see https://serverfault.com/questions/936848/adding-a-whole-ipv6-64-block-to-a-server-using-netplan for a discussion on how to do this with Linux. The IID then becomes “Semantics” (like the port number already is).
