This revision addresses the feedback that we received as part of the early directorate reviews. Many thanks to Nicolai Leymann, Gyan Mishra, Benson Muite, and Ned Smith for their review of this document! In particular, - We added figures in sections 4.1 and 4.2 showing examples of compressed SID lists per Nicolai's comment [EMAIL1] - We clarified the text at the beginning of section 4 per Ned's comment [EMAIL2] - We fixed several typos reported by Nicolai and Ned [EMAIL1][EMAIL2] This revision also adds a reference to this year's EANTC interoperability test report, fixes the URL of last year's report, and makes minor changes to Figures 1, 2, and 3 to improve their SVG rendering in the HTML version of the document.
