Before formally doing so, there are a couple of things that need to be done:

If there are changes, please submit a revision of the document.
2) Editors and contributors, you need to respond to the separate email
calling for IPR confirmation.
3) There is a separate email to give the WG members a chance to
volunteeer to shepherd this document.
