This version is updated mainly based on Chongfeng's comments, the structure has
been adjusted for ease of reading, especially around the operational
considerations.

Abstract:
This document introduces a new IPFIX Information Element to identify
the Path Segment Identifier(PSID) in the SRH for SRv6 path
