General: There are multiple cases of 'naked SHOULD (NOT)s', where the SHOULD is stated without stating the consequences of ignoring it, or the alternatives where ignoring it is acceptable. I see 2 in Section 8 and 1 in Section 7. Section 2, global vs local: I support Ketan's discuss for these.
