Hi Jie, Takuya, Yongqing, Fengwei, and Zhenqiang,

Thank you for the discussion and changes made in -19 [1]. These address almost
all points raised in my previous ballot [2].

I think RFC9543 need to be listed as normative as both Global/Local
resource-aware segment concepts depend on NRP, which is defined in that RFC.
Please fix that.

CURRENT:
   *  Network Resource Partition (NRP): refer to the definition in
      [RFC9543].

   The following terms are introduced by this document.

   ...

   *  Global resource-aware segment: A resource-aware segment which is
      associated with the full set of the resources allocated to an NRP.
      ...
   *  Local resource-aware segment: A resource-aware segment which is
      only associated with a specific set of local resource on a network
      node or link participating in an NRP....
