1. No experience with pod storage, can't help out.
2. There was a town in Massachusetts where the local fire marshal
would only allow backflow preventers from a certain manufacturer to
be installed on sprinkler systems in town. After a few years,
somebody (I believe another mfr.) pushed the issue to find out that
the fire marshal's brother-in-law had the exclusive territory for
selling the approved units. That's what I think of the second part of
the AHJ letter. The first part has some merit for new occupancies in
existing buildings or if there is some viable reason to question the
protection in an existing occupancy (such as dramatic change in water
supply). Is this just for what we in the biz would call "special
hazards" or does it encompass everything?
Only my opinion and will probably never work in Phoenix (especially now).

Two Issues:
1. This has probably been beaten around the forum before but I am unable
to search the archives. An AHJ is asserting that a 75 psi ESFR system is
not adequate for pod storage. Any experience with protecting pod storage
would be appreciated.
2. The following is from the AHJ letter to the building owner. I'm
wondering what other AHJ's or engineers think of the requirements.
"This letter is to inform you that within 10 days of the receipt of this
letter the Phoenix Fire Department, Special Hazards Unit requires that a
State of Arizona licensed Fire Protection Engineer be retained by you to
perform a fire code/hazard analysis of the protected premises and
prepare a technical opinion and report in accordance with the applicable
section of PFC Section 104.6. The report shall be submitted to the
Phoenix Fire Department, Special Hazards Unit for review and approval
within 60 days from the date of hire."
"The Fire protection engineer must be acceptable to the Phoenix Fire
Department, Special Hazards Unit." ..... "Once you have chosen a fire
protection engineering firm, please forward the resume and
qualifications of the person who will be performing the code/hazard
analysis for our review."
