Actually it is called "Cla-val" and they make different valves including
pressure relief valves which also have further sub-groups. For those

Guys, there is (categorically) NO SUCH THING as a Cla-Valve.  That is the
name of a manufacturer.   We don't call sprinklers a Tyco or a Viking, do
we?  What KIND of Cla-Valve?  They make every type of hydraulic control
valve imaginable ...  Sorry to be so anal-retentive, but terminology is
everything on this subject.

Todd, the Cla Valve may be fully open (or close to it) all the time.
Combine the flow test at nowhere close to what you should be seeing, with
steam coming from the diesel, makes me think you've got a whole lot of
water being pumped in a circle and overheating.  The cooling water for the
diesel engine likely comes from the suction side of the pump and is pulling
in that overheated water.
