It's for hydrant testing only. For standing system water, most folks
use some manner of in-line filter or drain sock. And yes, the appliance
is WAY cheaper than the fine.

Is the fine cheaper than the afor mentioned de-clorinization device?
And what have you developed to remove the heavy metals from the standing

Fire Sprinkler water?

If the water runs off into the street, then technically yes it's
illegal. Contractor's in the City of San Diego have been cited for
draining sprinkler systems into parking lots ...

Who would have ever guessed that extreme pollution prevention measures
would come out of California?!?! Shocking.....NOT!

Is it illegal to wash your car or water the grass with chlorinated water
there?

Throughout Southern California, there are wastewater authorities that
have passed storm water pollution prevention ordinances that do require
special, sometimes extreme measures. This includes all of San Diego
County, so we've been dealing with this for about 2-3 years now.

Anybody want to buy a de-chlorinating diffuser with a built-in pitot?
They're really trick (my own design) and accepted by every water company
we've worked with ... :o)

Does anyone know the code (if any) that requires us in Califonia to
drain sprinkler water to sewer (not storm or ground)?
