Add me to the agree list. If a "structure" is code-classified as one
building, then you apply the requirements of the code throughout. We
somewhat addressed this issue in the 2007 edition of 14, but it was
directed at high-rise buildings:

"5.4.1.2.1 In buildings classified as high-rise, all required standpipes
shall be automatic or semiautomatic, including partial height and
horizontal standpipes that serve only a portion or limited number of
floors within the building."

Since I wrote that section and made the proposal, I know that it was MY
intent to eliminate confusion about application of "worst case"
conditions throughout a building. (This issue had been raised
previously; Mistuh Huggins and I discussed this before the last ROP).
The key issues are operational logistics and firefighter safety - we
don't want to create any confusing conditions that could land
firefighters anywhere near the fire floor without a water supply. The
idea of using signage or other means to try and direct responders to
where hose connections are located is not reasonable.

My knee-jerk response is that if the building qualifies for standpipes,
then the entire building is to be equipped with them.

If you have a non-highrise building that has half the building 5-stories
and
the other half 3-stories, would the standpipe only be required in the
5-story portion?
