The code reference can be found in the 2005 NEC - 230.66 Marking - "Service Equipment rated at 600 Volts or less shall be marked to identify its as being Suitable for Use as Service Equipment (SUSE). The listing should include this designation. Since a FP Controller can be connected directly to the utility service entrance it must be listed as SUSE in order to be used in this application.
