An emergency occurred: In an electrical power plant, using Natural Gas as primary, Light Fue-oil (LFO) as stand-by (secondary) fuel, an accidental release of "Low Expansion Foam-water (3% AFFF)" to the tank happened. The tank was full at the time of release.
Questions: - Is there a respectable written refence, expalining what to do, how to act in such a case? - Do we need to dispose the whole LFO, i.e. empty the tank and refuel? (which is really costly and the client is reluctant to do so) - Is there a written reference that, foam-water (3% AFFF) would not react/compose with LFO? That is, they are separable... - Is it suggestable that, * wait for a while (how many hours?) to let the water and foam settle, * remove the water from the bottom, until LFO flows, * remove the foam from the top of the tank top, by hand pumps, * take samples from different levels of the fuel to check for any contamination. Urgent replies and prev. experience will be appreciated... Rgds.
