Seriously, we all know there is overkill, pick up any govt job spec! 
But Todd, while we are trying to protect the building frm catastrophic loss,
lets not lose sight of the one loved one in a bed, room on fire, the
building structure is not likely to be involved in a catastrophic loss, but
it would be a catastrophe if the LIFE SAFETY aspect of what we do was
neglected and we lost this one.

In that case a 2 million gallon tank and both electric and diesel fire pumps
and don't calc a design area, do the whole building flowing, and install a
loop underground supply and new access road on all sides, wet horizontal
standpipes with hose connections at every entry/exit point. Then build it
out of all fire proof construction, and allow no flammable or combustible
materials inside the building, make it bomb proof, flood proof, tornado
proof and don't forget the seismic.

Just how far do you want to go to protect your client from any possibility?
(And the eternal question, "At what point does the owner say this is
ridiculous!" and get someone else that's "More Reasonable".)

All these things are in the NFPA box of tools, but should we try to apply
them to every project?

I always understood that it is our responsibility to provide a system that
protects a property from catastrophic fire damage. And that the "best
interest of the property owner or client" is for us to meet that goal. If it
results in bigger pipe sizes, larger orifices and serious overflow, then so
be it. We should not go overboard, but should take varying circumstances
into account that may be outside of the strict NFPA box. Just my
opinion.......
