Appeals Board unanimously votes that they find no violation of ICC rules concerning process or procedure and no violation of ICC rules on balance of vote. Recommendation to ICC Board will be to deny appeal.
But will recommend ICC look into issues of funding for travel to attend and vetting of governmental members going forward.
