Perhaps he is objecting to Dielectric Fittings, at least one of the manufacturers clearly calls out an isolation ring on the head adapter end of there assembly. This essentially creates a Dielectric fitting wither that was the intent or not.

Subject: Flex Heads / Dissimilar Metals

I'm working on a job and the Engineer is rejecting our plans because we are using flex heads, he is using a section in the spec for Dielectric Fittings
to justify his point. The only thing I can possibly see him trying to get
out of it might be something to do with dissimilar materials? Any thoughts?
Help? Input?

Regards,
