Each individual state has laws which are applicable to locations in their state. A "top dog" at NICET told me most states (or a significant percentage anyway) have passed laws which require all inspectors to be NICET certified in Inspection & Testing of Water Based Systems. I have read state law for a few states which include a provision which allows "properly trained" employees to conduct inspection activities for the fire protection components at the employer's facilities as long as a certified fire protection contractor which is recognized and registered with the given state conducts inspections in accordance with NFPA 25 on an annual basis. What I need to know is if this is permitted under State Law or if not, where is it written down that testing is to be performed by a licensed sprinkler contractor. I got info from the State BOC that you must be licensed to test but they couldn't tell me where that is in writing and it will take proof in writing to convince this owner if he's going down the wrong path. thanks Craig L.
