Vince,

When the goal is strictly life safety, the Life Safety Code ALWAYS trumps NFPA
13. But when you mix in property protection, NFPA 13 becomes a player and some
one (meaning the AHJ) has to decide which one is used for a specific
application. An example of this kind of decision would be whether a water
curtain must be on the inside or the outside of a proscenium. Another would be
whether to include sprinklers in small closets within apartments or dorms.

In my opinion, the NFPA Committee made a mistake in the 2007 edition by
including some of the NFPA 101 references in the body of the standard (see
Chapter 21). We have repaired this by moving all references back to the annex
for the proposed 2010 edition.

"This is my opinion as an NFPA 13 Committee Member and should not be relied
upon as a formal interpretation by the NFPA nor its committees in accordance
with the NFPA bylaws."
