I personally have no problem with unlisted fire protection as long as the purchaser is aware of the limitations. Unfortunately the consumer typically thinks that because they have something they're immune from harm. This often even applies to listed fire protection wherein a homeowner buys a 13D system and thinks he's getting an enhanced 13 system (one that extinguishes a fire with absolutely zero damage including damage to the fuel). This is of course is an education issue and as long as the sales transaction includes information addressing limitations I think due diligence has been performed. I don't think anyone here could argue against wet fuel being harder to ignite than dry fuel or that clearing debris away from the perimeter of a building provides less exposure than piling it up near the building. Neither guarantees anything but from a risk management standpoint wet and isolated is far less likely than dry and not isolated. Opinion.
