Absolutely. He's the one who is delaying the coordination drawings, his part
of which would be needed to fab and install the duct he's now hanging. He's
gone off and started his installation at his own risk, and you simply walk
into the coordination meeting with a blind eye toward that and coordinate
the job as you normally would. He must cooperate, and if (when) he mentions
he already installed this area at these locations, simply say
"The specifications require you to produce the coordination drawings to
start the process we are all now beginning. When we are all in agreement
about how we fit all of this above the ceiling, we will all sign off on it
and work can commence. You elected to install ductwork in advance of this
process at your own risk. If it can stay without hurting the rest of us, you
might luck out. If you installed ductwork that impacts us, then you are a
victim of a situation you created for yourself and it does not release you
from your contractual obligations to fully cooperate in the coordination
process with the other trades. If I had run my sprinkler piping right under
all your roof openings in advance of this coordination, would you hesitate
to echo what I am saying to you? Of course not."

Or "Can you show us all the contractually required signed-off coordination
drawings you're using? Perhaps you can make this a very short meeting!"

If it is in the specs that all subs need to agree on and then sign off on
drawings before any work can be fabricated or installed then I would just
bring the spec to the meeting and show it to him and the GC. Not much for
him to argue about there. If no one is going to follow the spec then this
project could turn into a free-for-all very quickly.
