I'd be safe and design for OH II.  I've seen some fitting rooms full of 
merchandise that was tried on and piled up for an employee to return to the 
salesfloor at their convenience.  Besides, depending on the layout, i.e. 
fitting room walls extending all the way to the ceiling, etc., you'll 
probably be spaced for OH II by default.
