Could this be the solution: Try to find a manufacturer that produces both: listed underground butterfly valves with post indicator and underground ball valves. Ask them if they can mount the gear box + post indicator of a butterfly valve on a ball valve.
Both, the butterfly valve and the ball valve, will probably have to be installed underground with the axis of the disc or ball horizontally to allow the operator axis of the gear box to point upward. The resulting assembly will not be listed, but at least the 5 seconds requirement will be met.
