And the fire official is the arbiter of whether or not the
individuals' qualifications are adequate...? If so then it should be
pretty slam dunk. The State requires expertise, the expertise has to
be demonstrated to the satisfaction of the local authority, the owner
or his representative may do the work by satisfying these
requirements. There is a provision within the law that allows you to
inspect your own property so that is not arbitrary or capricious. From
what little I know of the law (Constitutional, not necessarily
Georgian, although Georgia must comply with the Constitution or replay
that unpleasantness of the mid Nineteenth Century, the first thing
this guy will have to prove is that he is subject to an arbitrary and
capricious standard. A factor would be whether the items you quoted
were in Georgia's revised code, and therefore legislated statute, or
from the administrative code. If the latter then who decided on these
particular provisions and what public input was allowed. Again, I'm no
longer and I'm sure there are millions of nuances and details in the
law that I'm overlooking, and where the devil resides.

I hold it that a little rebellion now and then is a good thing, and as
necessary in the political world as storms in the physical.
Unsuccessful rebellions, indeed, generally establish the encroachments
on the rights of the people which have produced them. An observation
of this truth should render honest republican governors so mild in
their punishment of rebellions as not to discourage them too much. It
is a medicine necessary for the sound health of government.

Thomas Jefferson in a letter to James Madison, dated 30 January, 1787,
following the end of Shay's Rebellion.
