Flax seed does contain combustible oil.
(remember frozen chicken doesn't burn, until you get the
   fat cooking)

But flax seeds are similar to nuts which also contain oil,
and the Standard does not consider the oil separated from the nut/seed.
Anyway, this seed is a material that will flow, which is a favorable factor
  that reduces its hazard
as it becomes unstable and falls when bags are breached.

I vote class III.

It would be hard to overstate the hazard of Combustible Dusts.
NFPA has 6 or 7 standards dedicated to such. However, in light
of the frequency and casualty from dust explosions over the last 6 years,
a new standard is being framed to apply across many types of industries
(e.g. food, rubber, chemicals, metals, coal, etc). This standard is being
framed by OSHA.
